Build me a website prototype

We want to develop a website for a service, where there will exist two views, for the clients and for the workers. It is for a possible business idea and we are starting from zero. We would like someone to work with us. The person would have to work with us for future changes and maintenance. We would like to have a chat with the taker to provide details of the project as we don't know how big it could be.
