Build a website buy a gift cards from a customer

Hello ,, Kindly read my project clear and make a final bid not a fake bid .. i am tried to find someone understand my project .. so please read it clear because i will not discuss with a automatically and copy paste offers

Please make sure we are need to build a website from a scratch, a concept for our site is sell BTC and exchange with gift cards

We still lunch our project yet so we need your recommendation which a platform should we lunch on it,

We uploaded a special pages we designed before, I know it is not all pages but we need to start setup a system

Also we appreciate if you have any suggestions ideas

How it works 

User process :- 

1) Login or sign-up 
2 ) Customer find offers to buy a BTC with a gift cards 
3 ) Click on offer like ( playstation gift card offer ) 
4 ) customer will see an offer page and write amount of gift card he want to sell it , i uploaded on PDF design how it works 
5) customer start a chat between us to to sell a gift card 
6 ) We check it and complete a trade on our admin dashboard

7 ) Balance appear on customer wallet 
8 ) Balance will be on hold 24 Hours after complete a trade then it will be available to withdrawal 
9 ) customer go to wallet page to request a withdrawal for available balance and show wallet activity and on-hold balance (  i uploaded on PDF design how it works  ) 

here is how request withdrawal work  :- buyer will submit a form on wallet page by write amount and BTC address and we will process it manually at our end 
Finally all functional need it on user end like ( setting , notifications , latest activity , change avatar , update password , support a ticket etc .. )

Admin process :- 
1) Login

2) edit offer or create offer 
3) admin start a chat between a customer to receive a gift card and complete a trade 
4) admin have an option to refund a balance during 24 hours if there something wrong 
4) Receive a withdrawal requests and proced manually and change a status for a requests 
Finally all functional need it on user end like ( setting , notifications , latest activity , change avatar , update password , ticket system etc .. )
also we need a backend dashboard to control a website 
It is a project we need to setup and launch a system

Here is a Summery for how it works :-

Please make sure It is not BTC integration. Customer registered then check offer need of gift card he want it to sell then check the offer page to write amount of gift cards then start a trade between us to sell a gift card after that once we confirm a card we will mark a trade a complete and balance will appear on balance wallet system..

Also on wallet page after buyer sell a gift card successfully to us and we complete it we need from a system to hold a balance 24 hr before it will be available to request it withdrawal

Once a customer request a withdrawal we proceed manually outside a system then back to system to change a status of request from pending to in-transet and then to paid
