Build a website - Visualizations - Pdf generation

HI, I'm looking to build a website using either angular/react as the front-end and Python/C# for the backend.
The initial screen should be a login - Select type of form> fill out a form > generate a pdf document.
Later there will be views for visualizations using either charts or a similar library.
It should have the option to retrieve the pdfs later and have the opportunity to search for them.
Db should be mysql.
The web design should be able to fit an iPad resolution if needed.
The code needs to be reliable.
