Build me a WP website -- 2

I need to make a site using a WordPress theme, which will be provided. The site should be optimized for viewing on both desktop and mobile devices. The front page of the site should feature a video sequence. I need a multi-language site (at least two languages). The multilingual function should not relay on GoogleTranslate plugin, as texts in both languages will be provided. The total number of pages will vary somewhere between 15 and 30. We expect the designer to be sensitive to esthetics of the site, and have a feel of the interplay between fonts, graphic elements and the overall design concept. The designer should also be comfortable with doing multiple revisions of the site to achieve a visually coherent and a fully functional product. One page should feature a clickable map with links leading to specified sections of the site.
