Build a website

I want to built website for my convenience store. It has to be a detailed website where people can create their accounts based on locations and complete training videos. For example, if I have stores in 2 cities, employees of both locations should be able to create account and complete training videos. Also, I should be able to post different videos and pdfs as well.
There are some more requirements but these are just some to begin with. We can discuss all in detail once we start working. Please let me know total cost to make a website like this.
