Build a web application for job tracking platform

Hello,
I am looking to build a simple web platform where applications can be tracked from initiation to closure.
This is a pilot website, so I am not looking to make it very complex and invest many resources in the beginning. If the idea validates, this will be a long term project and many features will be added.
The initial website should have only a few pages to begin with
1. Login: Admin, Employer & Applicant
2. Applicant details with multiple tabs (Personal Info, Dependents, Application history, documents to upload)
3. Invoice creation form and PDF generation with QR code for each application (from Admin role)
4. Payment gateway for payments
I prefer PHP frameworks with MVC model but can look at other coding languages, I want it to look clean and professional (like saplinghr.com, gulfhr.ae etc). Please attach a few samples of similar work. Look forward to answering your questions.
