Build a small platform for cleaning services booking

Hello,
I want a freelancer with experience to build a small platform for cleaning services booking. I'll share with you a link for a similar platform. The idea is to have a website where clients book cleaning services for their houses/buildings, then this booking will be estimated for time and expenses, and if all is fine with booking, a contractor will be assigned the job.
Low budget but can be recurrent work later.
I'm interested in a website for now, but if a mobile application can be created as well with this budget it will interest and will choose the freelancer based on experience and low budget.
