Build me a programmatic ad engine using machine learning and AI

Hello my name is Ashwin I'm the founder and CEO of Doubletap, a digital marketing technology company. I'm looking for a person or a team to build custom software for social media management, to run Ad campaigns on social media and relay analytics with machine learning and AI. This is a very early stage of our company and we have years of experience and expertise on creative design field, hence we are also inviting an opportunity for any one to be the co-founder who will partner and lead the tech side of the company.
