Build a 2-page website in Russian - English and arrange hosting

Need a Russian-English-speaking freelancer. Need to build and arrange hosting of the pages (already have the domain name) and create a professional-looking small business website with 2 same homepages in 2 languages. The site will have one English home page with a few pictures, some text (200 words or so) and a contact form below and an option to click to a Russian language page. Sample attached
