Build a literary competition web application in an Indian language

Need a web site to run the literary competition. There are two types. They are run every month and prize money given to winner. The web site language is Tamil. The content is provided by Client and not responsibility of Developer. The admin sets up the competition for each month. Price payment is not part of the application.
