Build me a job portal website

The website should support end-to-end recruitment process and must be deployed on either Google Cloud or AWS. We don't prefer any developer from India for this project. Someone who has experience in developing this kind of work will be preferred. We are open to a minimal negotiation. The project needs to be delivered at the earliest.
