Build a full featured CMS based Website from scratch

Building a full futured website from scratch for a religious organisation.

The website will have:
1) the basics (home page, about us, contact page and the likes)
2) It will be CMS based, so that client can make changes on their own much later.
3) sections with various restricted access.
4) integration for donations using paypal.
Bidders should post the similar works so I can filter through the list of "likelies".
Final bidder will only be selected after a range of discussion of the specifics and their response to what they would do.
Final bidder will have to specify timelines to delivery before selection will commence.
