Build an ecomm site in woocommerce

We are a farmers producer group startup from India and have just started exporting rice to US. We have an existing site Rigelspices.com that is built in wix. We want it rebuilt with better classy and niche designs in woocommerce. Have a budget of Rs 20000. Pls refer to the rigelspices.com for features.

Requirements:

1. Build a RigelSpices.com ecommerce platform (using woocommerce) that includes a web and mobile/tablet responsive web. Mimic the features that are available in RigelSpices.com
2. Need SEO, integration to Google Analytics, Facebook. In Wix, we are able to integrate it Google Analytics very easily and also able to push posts into Facebook from the site. Similar features are available in woocommerce as well. Need them enabled.
3. Need ability to control of the list of produce and their price based on the state any consumer logs in from. The Landing page should only have the product info. But not the price. User should be able to select the State and then it should take the state specific product page where the state specific price will display. From there the user can add products to cart and complete shopping. Location choices should be remembered for future login.
4 Need ability to integrate with multiple popular payment options. To start with we want it integrated with Paypal, we want options like Gpay, Facebook pay etc also of there are rest made plugins available.
5. Want a user friendly niche and class design
6. User inputs should be kept minimum. we should take email as optional and should be able to proceed with an order with a phone number, name and address.
7. Need options to give discounts via coupon codes
8. Need an admin page to control the list of products and the pricing for different states. Admin page should also have option for us to add products for a new state.
9. Need integration with Quickbooks. We are already using quickbooks. all order details and payment details need to flow into quickbooks. Also if an invoice is created in quickbooks, is there a possibility to add an order automatically?
10. Need an integration to a shipping aggregator. We are in the process of choosing one?
11. Need options to let users subscribe for products lets say for 3 months 6 months and annual. In wix, this is as simple as enabling a checkbox! Hope woocommerce supports this too.
