Build me a p2p blockchain framework

I am looking for a blockchain developer who can build a platform where two parties can transact there funds which are on third party platform. Like a bridge.

For example if a party wants to sell their coin on binance directly to a person in exchange of cash in his bank account than our platform should provide the interface to do this transaction by holding part “a” asset in contract and releasing it to party “b” on confirming the payment.

Any interested developer please get back asap because there is a very big opportunity in this as Indian government has announced 1% tds on every transaction
