Build a Education platform and Digital marketing full solution

I am looking for some agency/company for building a good feature-packed educational platform.
A long-term business relationship is preferred because everything from development to marketing should be handled.
The agency/company should : -
1. Have a good website development team, who are capable of building any website as asked.
2. Have a great all-time, responsive support team, which can keep me updated about the process and clear all the doubts and queries , basically keep the mind at ease that the site work is progressive .
3. Have a brainstorming person/team who can understand all the needs and ambitions of the website and is
able to convert and convey it in technical terms to the team. Also, they are responsible for finding and
researching on the web for the appropriate ideas and technologies which can be used accordingly.
4. They should follow : planning, website design and approval , and then website development. You can use
any coding language or WordPress, or anything suitable, only the end product should be great.
5. Discuss before implementing any idea, not after.
6. Confidential contract to be signed, and payment options can be discussed as per preference.
7. A very strong and creative marketing and business team having a good portfolio and support are preferred.
It will build and increase the trust level.
