Build me an Arabic website.

I am looking to make a simple, mobile friendly website to monitor candidate pledges in an election. The home page will consist of a dropdown menu of each electoral district. Each page will then have a table on candidates’ stances on 3-4 issues. I will supply the info, I just need a the website. I will need you to buy the domain.
