Analyze requirements and design forum site. -- 2

We need to create a new forum web site. We have brief high level requirements, we need an UX/UI expert to analyze the requirements and create a high level web site design. The high level design should include page controls, page functions and action flows for the required features. The web design should be high level and brief draft, which don't need to be very precise or detailed. This project focus on the conceptual design only, not the actual development.
We don't need web site development at this moment, the delivery should be just some draft images.
