Improve web site User Experience / Navigation

I am CEO of Eternity Ready. We are a Faith and Family Friendly Television, On-Demand, Radio, Podcasts and Music Platform. We own web sites (www.eternityready.com) and (www.eternityreadyradio.com)
We recently merged all our brands / web sites into 1-2 web sites. We need to improve our navigation (header / body) on our web site to get people to content quicker.
We are seeking a web designer / developer to offer us consulting to improve our web site / header navigation and linking our sites together with the header and fixing the search bar on mobile.
Below, we offer you a general idea of what each web site is about:

This is our main brand and main web site. It's our Faith and Family Friendly Television / Video On-Demand Web site. It has all family friendly content. This site has Live TV Channels, On-Demand content like shows, docu and more. You can find content homepage via newly added and popular. We then have search bar and then ways to find content via categories.

This web site is for our official 24/7 Internet Radio Station "ER Radio" This site goal is to offer podcasts, music on-demand and stuff related to our station.
Here is what you will do:
1. Analyze our 2 web site(s), and offer suggestions / advice to improve navigation and user experience for end users. We do not want a new web site. But we could use more buttons, changes to links, maybe restructuring html 5 elements with new sections. What ever improvements you suggest. Right now we feel like the header and body needs maybe simple reorganization, sections and simple link changes to get end users to the MAIN CONTENT - FEATURES - Main purposes of the site.
2. Once you make suggestions, we will need you implement those changes. This site is not wordpress based. But it uses PHP (smarty .tpl templates) with custom code. It uses a platform called PHP Melody. These changes should be simple and done on our cpanel server.
3. You will also need make sure it's easy for users to get back and forth between 2 web site(s). This is simple as links in header.
We do not want a new web site. But we want someone to give advice and make changes to link both our web sites together, and to fix buttons and links on header to help users find content quicker.
We are non-profit and start up. We do not have tons of money. This project will have smaller budget. You must work within our budget.
