Price Comparison website and apps

Reposting this project with simplified requirements for Phase 1.
I need to create a website and/or apps for android and ios depending on cost, complexity and easy of maintenance, etc. Looking for someone to help me with the creation, design, SEO optimisation, etc. I'd like a quote for the website and apps separately.
The purpose of the apps/website will be to display a list of products and provide price comparisons by store that I have extracted from a few places and then allow customers to create a cart to estimate where and which store they would get the best price for the combination of goods they are looking to buy. Idea is similar to how we search for airline tickets and find the best offer.
I'd like to build smart tools to allow customers to search for products using descriptions, categories, store and other filters. I have attached a sample extract (final file may have more columns and info) to give you an idea of the type of information, data and structure you can expect. This will be done using a tool and would be great if we could build some automation to allow the scraping code to run at a certain time of day/week without manual intervention. Although, I'd like the ability to append, data manually as well if needed.
The website and app should also allow customers to select multiple products from the list available and provide price comparisons for their basket of goods by store if there are common across multiple stores or highlight when there is no match. Customer should be able to see all the info before deciding to include a product in his/her basket for calculation. We could use the available data in the Excel file or I can provide links to certain websites that we could display on screen for customers to see a preview of. Open to how we do this.
If we do decide to use the data I will provide, i.e. MS Excel, the data isn't extremely clean in terms of consistent category names, etc. Reason being the data will be pulled from different sources so consistency is an issue. Therfore, someone who has the ability clean the data before serving it on the website/app using clever technology or AI would be preferred.
Ideally I'd like this to be a light touch website/app that is nicely automated and doesn't require any manual effort in regards to data cleaning, upload, etc. So all ideas welcome on how we can achieve that given I have explained the purpose of what I'm trying to do.
On top of the above, other useful pages to include in the website/apps would be:

3. Contact Us
4. Donate
I would also like to build features in the website/apps that would allow me to serve ads to customers based on their interests. For now, it might be easiest to serve ads based on the products they are searching for at the time. But open to ideas and suggestions on how this could work.
Would be great to get admin features for the website/apps that will allow me to do lots without needing to get programming done. Including responding to questions/mail, sending notifications or ads, etc.
Although not essential, would be great to allow users to register with their email that would allow us to get in touch with them for marketing and other offers.
This is my first attempt at building a website and app, so keen to hire someone expert in the field that can help guide me through the process and to success. If interested, please reach out and provide an indication of cost for a project like this.
