Build a Learning management System Wesite

I want to get a website build having Learning Management System facility. It will have pre-recorded videos uploaded via vimeo link. Student will sign up/Login --> Select a course --> Pay the Price --> and then start Learning. A course will have many chapters. Each chapter will be divided into many small lesson plans ( average 15 - 20 minute videos). After finishing a chapter...there should a test.

There should be Coupon code system and referal code system. There should be refund facility also.
The students must login via Email and Mobile No with OTP verification. There should be a fixed validity for a course for each student.
