User cannot reset password after signing in with temporary one!

I'm a fresh sys admin and facing a small issue with managed users.
some of them not all when they forgot their password and want to reset it, I set a temporary one through Admin Portal, and when they sign in with a temporary password they are forced to set a new one.
so the issue is when they set a new password, Microsoft system shows this error " Your organization doesn't allow you to update your password on this site" .
My conditions: you cannot have remote access to the server , you have to guide me through Microsoft Teams.
