Server management (Google Cloud compute engine + App Engine)

I am looking for a freelancer who can assist me with server maintenance and monitoring for my project. The ideal candidate should have experience with managing servers on Google Cloud compute engine and App Engine.
Specific requirements for the project include:
- Setting up and configuring the server
- Regular maintenance and monitoring of the server
- Optimizing and scaling the server as needed
I am specifically focusing on web applications, so experience with managing web applications on the server is required.
This is an ongoing project and will require regular maintenance.
We're on google compute engine, and we're looking for a company with experience who can advise, monitor (including down monitor) and is willing to provide a guarantee of 99% uptime.
Monthly budget + hour pay are both possible. or a combo of both.
