Restrictions over gmails -- 2

- We Want one administrator google account , under which there willl be 10 gmail id.s ( the child gmail id would be restricted and will have limited access to specific google drive , they will have auto forward by default ( which they cannot deete ) , also any sent email should not be deleted,

please advisew ahat can be fulfilled ) ?

or if there is any other app where my solution is provided ?
