Reflected XSS Cross Site Scripting Vulnerability

This project requires a php coder whose first language is English.
I have received a report from the National Cyber Security Office advising of a Reflected XSS Cross Site Scripting Vulnerability.
I am seeking a competent coder who understands the report and can advise which aspects of the site require attention in their initial contact which should include a costing to make the necessary changes and advise what changes are made on a before/after table.
The coder must test the site after the problems have been rectified. I will NOT get involved in any testing.
The attached report has, for obvious reasons, been redacted to conceal the address of the website.
