GCP authentication / security setup -- 2

We are seeking an individual to assist us in establishing the security and authentication measures for a small healthcare web-based application.
The requirements for this role include:
- Implementation of manual user registration.
- On the initial login, users must:
- Change their password or set up a passwordless process.
- Set up a two-factor authentication (2FA) method.
It is important to note that password recovery cannot be automated, and users will need to follow a manual procedure.
Given our utilisation of the GCP Healthcare API, each user account must be associated with isolated access to the Healthcare API. This ensures that users are unable to access data belonging to others, while administrators retain full access privileges.
In terms of tools, our preference is to utilise the authentication and data solutions provided within the GCP ecosystem, without incorporating external integrations.
No software development is needed (excluded potential terraform usage).

- Strong knowledge and experience with Google Cloud Platform
- Strong DevOps practices
- IaC (e.g. Terraform)
- API authentication and authorisation
- Healthcare data security
