i need to get a qualified database

I am in need of a qualified database that includes both business and consumer contacts. The contacts must be from the Education industry and HR industry. I need this project completed ASAP, so I require someone with excellent time management skills. The ideal candidate should have experience in database creation and management, as well as having good experience in collecting the data needed of all IB, Cambridge and CBSE Schools, International Schools, Residential Schools, Universities, Arts Colleges, Engineering Colleges with the correct names, phone number and Email ids of the Owners, Principals, Vice Chancellors, Registrar, Deans in the education industry and names email ids and phone numner sof HR managers and Vice President HR of software BPO companies all India. Additionally, knowledge of data mining and data cleansing would be a plus.
