web scrapper

I need web scrapper of one website in Serbian language. The web scrapper should be delivered with the programming code.
Web scrapper need to work with some VPN or similar services, due to very strictly protection of web site. The web site accepts about 20 searches in every hour using delay 2-5 minutes, and I need to do about 10.000 searches every day.
Web site is protected with reCAPTCHA and there is possibility to sign in with username and pass, that should avoid reCAPTCHA.
In the web scrapper should be import searching parameters (Import file attached) and program should make xlsx (or csv) file with collected data (Result file attached).
