Go to public facing website, find person last name in text based PDF, then send email

I need a skilled data scraper to extract names and contact details from a public website, find corresponding names in text-based PDFs, and conduct email outreach to these individuals.

Key Responsibilities:
- Scrape a public website for names and contact details
- Search for these names in text-based PDFs
- Email the identified individuals
- This is done ONCE a month
- Only NEW files are scraped (not old ones)

STEPS
1. ONCE A MONTH go to https://www.dir.ca.gov/wcab/wcab_panel.htm
Then click
-En Banc Decisions
-Significant Panel Decisions
-Cases Pending on Appelate Grants
-Panel Decisions
2. Search for person first name and last name (provided from MS Excel or Google Sheet)
3. If there is a match of person first name and last name in document then send out a templated email once a month (From Zoho Mail or GMail). I will provide this template later.
