data scraping for contact and email address for marketing

Looking for a skilled freelancer who can assist me in scraping contact and email addresses for a customer database and marketing campaign.
No specific website or platform has been chosen, so I am open to any reliable source.
Specifically interested in obtaining company name, first name, last name, website, street address, phone number, mobile number and email addresses.
Will supply to you a excel form of the data required which will include a sample of data and then the search criteria for the data required.
In order of priority... Australia, NSW, QLD, VIC, SA, ACT, WA, NT, TAS.
Important...
Your responce or bid must provide the amount in AUD $ "per 200 contact lines" which include the key data, name, company, address, email address, ie: the data required as per the excel sheet or template provided.
You will be required to provide a sample set of data with a min of "25 contact lines", upon awarding of the project within 8 hours which will form the first milestone the data will be checked and validated.
After validation of the quality of the sample set then each 100 contacts you provide will then result in further milestone payments for each set of 200 contacts.
Simply the more valiadated contacts you continue to provide the payments will continue.
Note each batch of contacts will be checked.
