Web Scraping App and Database

I want to build a web app that will allow users to monitor a court records website for any new cases involving someone's name. For example, if the person's name is John Doe, a user could monitor the website for any new cases involve John Doe. The court records site is https://wcca.wicourts.gov. I want users to be able to enter the name into a form and get an email alert if a new case is filed/appears on the court records site. The app should provide for someone's first, middle, and last names.
