1. Find a county or city website for a California city or county.
2. Research building violations to figure out the algorithm for recording code violations. Example vpl22-0238, vpl22-0237 etc. It is usually a rolling number system. Attached is an example
3. Either write a script to scrape the site and put all Open violations (not closed ones) into a CSV file. If you do not have the technical abilities to do this I have someone who will do it for $100.
