Tweepy Tweet and User information Scraping,- marketing purposes

I need someone who has good knowledge of Tweepy to build ma script which will run on a server and abide with twitter limits.
I have a CSV list of around 7k users whom i need to collect marketing related information on.
This information should include all profile related data Location/Country ETC:
Further more I would also like to collect their tweets, hasthtags which they have tweeted, date and time of tweets for statistical analysis. This should also collect other additional information which you think will be useful too.
Please state your bid with the functions you will include as part of Tweepy which will help me gather as much statistical information which will be useful for me to use for my tiwtter marketing to these users.
