AI Text Generator Development

I'm looking for a professional who can recommend and create a capacity for me to use an AI product so I can develop draft text based on the content of my own knowledge base. This knowledge base consists of a website filled with educational resources and a C: drive that includes various file formats, primarily text files and videos. The code will run locally and not upload my files to external servers (except what's sent to an API?). The design will include the ability
