Need to create a ranking system for high school sports teams from multiple sources -- 2

I need to create a method to rank high school sports teams based on their performances in various tournaments (on various websites). I need to create a way to gather the information and then rank them based on their performance.

I want someone that can talk about the process and that can work with me to build an algorithm that is effective and can accurately give me a ranking of 1-20 of the best high school teams in the country by the end of the sports season.
