Massive Data Extraction from TruePeopleSearch

I'm looking for a professional web scraper to extract millions of phone numbers from truepeoplesearch.com. This data is crucial for my project, and I need it to be delivered in an Excel spreadsheet.
Key Requirements:
- Expert level web scraping skills
- Ability to scrape millions of data points
- Proficient in delivering data in Excel format
- Experience with TruePeopleSearch is a plus

Apart from phone numbers, I also need the corresponding phone carrier for each number.
Once you have the list of numbers and the carrier,
There is a website that has all of the email extensions for each phone number so they can be emailed. You will need to filter the data by the carrier and then use an excel code to attach the corresponding email extension to every phone number by its carrier.
Once that is done, deliver the file to me with the phone numbers with their email extension attached to them.

I have a list of first and last names that I want searched for along with a list of zip codes. The list of names is 2000 first names with 1000 last names. The zip code list is every single zip code in the United states. The format of the search is simple and all you will need to do to get the results page is have the list of names and zip codes. Every single first name appended to every single last name for every single zip code.
When each request for the search result is made it will come to a page with a list of all the matching names. Each result needs to be requested as well, and the phone number and carrier will need to be extracted from each result.
I have a proxy website you can use their API for free. I have the zip code and name list. And I have the website which lists all of the carrier email extensions that you will need to append to the end of the phone numbers.
I will be making the milestone for the entire project in one milestone. No money will be released until the project is finished. I've done that before and the people did not deliver.
