Data Scraping - Spanish Speaking Only

Hi there,
Im working on a professional real estate project and would like to create a database of all public information available on certain public APIs in Spain.
In understand everything conceptually, but not technically…so forgive any mistakes.
The queries are based in SOAP and XML Schemes. There is extensive documentation available, in Spanish.

Focus on “MENSAJES CORRESPONDIENTES A LOS SERVICIOS WEB DE ACCESO LIBRE”
Free access, as opposed to restricted
Here is what I think needs to happen:
1) Query All Municipalities in Provinces (Provincias) of Interest (07 Illes Balears and 29 Málaga)
2) Query All Streets in in Municipalities (Municipios) of Interest
3) Query All Numbers (Numeros) in Streets (vias) of Municipalities of Interest
4) Query Individual Property Registry Numbers (Referencia Cadastral) for each street and number
5) Query Property Data from each Registry Number (Plot Surface, Built Area, Etc). Item 2.1.6 and output listed on item 2.1.5 (They are the same).
As some areas are Rural (as opposed to Urban), the addresses are determined by Poligono (Poligon) and Parcela (Plot), I think a list of Sequential Poligons and Plots can be created (ex: 1,1; 1,2; 1,3; 2,1; 2,2; 2,3) to request the Registry Number and then query the property data using the Registry Number. Item 2.1.7
There is also an option for “Massive Data Download” where a XML can be submitted and then they run a Job. And the output seems to be different. I am interested mostly in the area built and plot area. And this seems to be outputted here, search <SUCF> and <SUPF>, but don’t really see on the other option above.

Anyway, the final output should be an excel or CSV file with all the Registry Number, Province, Municipality, Address, Etc + all the other outputs after that…
Would be nice to run some small scale tests before going full on.
Are you able to help? How many hours do you estimate? In how long can you deliver? What is your price? Will the language barrier be a problem?
