Data Analysis App and Web Scraping

We require a skilled freelancer who can provide web scraping services and develop a customized app for my business.
We are a group of researchers working on an academic project, which we will be presenting this year at APSA (American Political Science Association).
Through Amazon's PartyRock platform, we have been able to put our core idea into practice. By asking a question about public policies, we automatically display three key pieces of information: the official legislative website page of Portugal, called "Diario da República" (https://diariodarepublica.pt/dr/home), scientific studies based on the topic of interest, and information available in the mass media.
In this sense, we need to perform web scraping between PartyRock and the "Diário da República" page, as well as create a platform or application that combines these two aspects into one.
