Build a Web Scraper to Automatically Crawl a Variety of Legal Databases

I am looking for an experienced web scraper who can build a tool capable of making automated search queries within a variety of legal databases at a set time interval (once or twice a week).

The tool must include a GUI which enables the user to change the set of keywords/phrases being searched for, the range of dates, and other parameters. The user must also be able to run an instant query, searching each of the databases outside of the regular schedule.
