Web based image conversion site for design purposes

Hi there,
I am looking for a developer to work on a project, it would be a web based image conversion tool, where the user can:
1. Upload the image
2. Choose the conversion they want to do:
a. Shapes (geometric shapes)
b. Low Poly
c. Pixelated
d. Black & White
e.Stencil/Outline
f. Triangular shapes
g. Cartoonity (if possible)
h. Picasso style
3. Convert
4. View Image
5. Download
I already own the domain, so the web developer would need too:
1. Be able to create the code for the web based app
2. Ensure mobile responsive.
3. Ensure deployment
