Voting Application

I am looking for a voting application for election polls that allows candidates view their elections result in real-time and off-line. Agents at the polling stations can submit elections result via USSD in real-time and online/offline mode using the app to a database and the information is seamlessly fed into a real-time web dashboard. The application should work with USSD and MobileApp. The application should be customizable per candidate requirement.
