Urgent Web Application Debugging Needed

I'm currently in a bit of a tight spot. A web application was recently developed and installed by a non-professional freelancer. Unfortunately, after less than a week, the system has stopped working. In light of this, I am seeking a highly skilled professional to help me debug and rectify the problems at hand.
My company's WINDOWS SERVER 2016 OR HIGHER BASED system, chemplan.biz, is designed for data analysis and reporting. The system was set up less than a month ago and was functioning as expected. However, 10 days ago, it suddenly stopped loading properly, without any changes being made to it or its environment. I have working copies of the site and desktop versions that I can upload. The application must work at least for a month.
The primary issue to be resolved is the system not loading. It's crucial that this is fixed promptly to restore our ability to analyze and report data effectively. Furthermore, you must connect the online version to the desktop version residing in server. In other words, when the user clicks the online tap, the desktop version starts working including all the functionalities. (local printer .......)
Key requirements include:
- Identifying the root cause of the loading issue
- Resolving the issue in a timely manner to restore system functionality
- Connect the online version to the desktop. The online version has a function called chemplan online. When the user click this option, desktop version should become active.
The freelancer installed the system says he is busy for few days and can not do it now
