Questionnaire Automation for Data Analysis & Reporting with A.I.

I'm looking to streamline my questionnaire processing by automating both data analysis and reporting stages, based on a structured model of categorization.
*** Questionnaire Structure:
We have a total of 80 questions divided in 4 teams of 20. The questions are represented with numbers with the following structure: 1.1 , 1.2 , 1.3 , ... , 1.19 , 1.20 , 2.1 , 2.2 , ... , 4.19 , 4.20.
These questions are going to be answered by multiple persons, but each person is not going to answer every question.
The answers to those questions will be provided by google forms, stored in a spreadsheet that can be exported in csv.
When the program gets the csv, it needs to make the following tasks:
- Determine which questions are answered
- Produce a document that includes each question and all the answers below.
- Get the multiple answers for each question and produce a single answer (A.I. powered)
- Get all the answers that the A.I. produced and make a report about the whole questionnaire.
The program needs to be cloud based.
