Help with cost estimation for project

I’m looking for someone with technical knowledge to help make an estimation to make a website with a specific functions. I want to know how much it will cost to develop and maintain this system.

To clarify I just look for someone to make the estimation that I can use as attachment for a projet I will seek funding for.

Background:
I want to develop a website where I can provide information about civil society in Sweden. Today there is no lists and no way to follow what is happening around Sweden when it comes to news from associations and what they’re doing.

I want to have a website with the purpose to present information with search function where you can filter by ”Association, what type of association, In which municipality, Region, Theme”

This website will make it easy to overview and get information what is going on, and I want people to be able to get news letts that will be based on what filters they want to be updated about.

The process is that I am gonna have a person that will manually upload relevant information.

- We will use tools that monitor changes on the associations we have decided to follow.
- Monitor sociala media posts
- Monitor governmental instances.

When there is relevant information, we want to be able to easy have a workflow that upload data to this website and news letter.

Steps:
1. Add data in system in clear workflow
- Add the filters/tags
- Add profile of the association
- Add title
- Source
2. Upload so it adds to system.

This will as automated as possible, but we think we will need some kind pf manual work.

We will monitor around 5 000 - 10 000 associations and we except like 200 - 300 entries per day.

I want to know what to know what kind of knowledge is to develope this and how much it would cost to maintain it on a yearly basis.

I just need estimation so I can make a serious proposal.
