Build a what's app chatbot that is connected to a database

I need to build a what's app chatbot . The chatbot is for making reservation. The chatbot should be connected to my VM that contains my database. Before you apply you will need to answer few question in your proposal.
1- What platform are you going to use (Twilio, Wati, manychat etc.....)
2- what programing language are you going to use.
