Website Login and Email Functionality Repair

I have a website where the secure (https) and non-secure (http) login pages act different. The NON-secure pages actually act the way I want. The secure pages are not storing the information users put in. I have no idea why both exist - or if they SHOULD both exist - but I want my users to have access to the one that acts like the NON-secure page.

When users use the NON-secure page, after they enter their information and press "Submit Your Post," it shows the post has been successful. It does NOT submit using the secure pages - it does nothing. (I've attached photos)

In addition, when the user adds information, the system is supposed to email me with that information they put in. It is not currently doing that with either page, so that would be part of this job as well.

I do not know what the original programmer used to make it, but I know PHP is involved. In the past, I know he used Ignite for some things, but NO idea if it was used for this.

QUESTIONS ANSWERED -

1. do you want the https pages to fully replace the http pages, or should we redirect http to https?
I would love for everything to be https, but if that ends up costing me more, http is fine.

2. is the email functionality supposed to use php mail(), smtp, or another method?
I do not know.

3. do you want us to investigate why the previous programmer left both secure and non-secure pages?
No.

4. Is access to the server or codebase available for debugging?
Should be - yes.
