Staff Bulletin Intranet Development

I need a straightforward, secure intranet that lets our staff members stay on the same page. The sole purpose is internal communication, and the one feature we cannot live without is a bulletin board where authorised users can post time-sensitive announcements, policy updates, and meeting notes.
Here is how I picture the finished platform: staff log in with individual credentials, land on an announcements feed that supports text, attachments, and basic formatting, and receive email or in-app alerts whenever something new is posted. A clean, responsive layout is important because half of our team checks updates from phones during outreach work.
You are free to build on a lightweight CMS or a modern framework—WordPress with an intranet plugin, SharePoint Foundation, or a custom Laravel/Node stack all work as long as the result is easily maintainable by non-technical staff. Please include basic user-role management (at minimum: Admin and Staff), search, and a simple dashboard showing the latest posts.
Deliverable checklist
