Social Web app that allows users create 2d character

Note : before bids on this project my budget not more than 10$
I am looking for a freelancer to develop a social web app that allows users to create 2D characters. The app should have the following features:

- User Profiles: Users should be able to create their own profiles and customize them.
- Commenting: Users should be able to comment on each other's characters and interact with each other.
- Page Creation: Users should be able to create their own pages to showcase their characters.
- Invite Friends: Users should be able to invite their friends to join the app.
