Simplified Website with Link Prioritization

I want to create a simple website,
It only consists of a frame with a header and main page.
and an admin page for links.
A bit like this:
http://ifaucet.net/bitcoin/browser/
(you probably have to log in, but you can write anything there)
then click (click here to surf all)

The buttons I need on the surfbar are Next(open next link n new window, Pause (deactivates the link on the links page),
Home (back to the links page),

There must be a database of links that I can prioritize from 1 - 3 or even better 1 - 5 if possible.
What is the best system with a database you know better than me,
MySQL is available.

Each link is assigned a number of seconds before it is available again.
When I press next it will automatically pick a link from priority 1, if there is none available there it will pick from priority 2 etc.

On the links page I only need to enter the link, time and priority.
This is for my own use and doesn't have to be any fancy.

The site needs to be set up and ready to use, especially if it requires programming and setting up databases.

What will this cost me in total?
