Sanction Note Webapp Development

I'm looking to develop a Linux-based web application for generating and managing sanction notes. The app will have a secure login system and two user roles: Executive and Admin.

Key Requirements:
- User Authentication: ID and password.
- User Roles:
- Executive: Create and view sanction notes.
- Admin: Create, edit, delete users; view logs; generate reports.
- Sanction Note Management: Executives can create and view notes.
- PDF Generator: Generate sanction notes in PDF format.
- Local Database: Store generated PDFs.
- WhatsApp Integration: Send PDFs via WhatsApp.

Ideal Skills & Experience:
- Web development expertise, especially on Linux.
- Experience with user authentication and role-based access.
- Proficiency in PDF generation and database management.
- Familiarity with WhatsApp API for sending documents.
