Responsive Modern HTML5 Webpage Build

I’m looking for a seasoned HTML developer who can hand-code a single, fully responsive page that demonstrates core HTML5 elements while keeping a modern, minimalist aesthetic.

Here’s what the finished page must include:
• Clear use of semantic headings and well-structured paragraphs
• At least one image with appropriate alt text
• A few internal or external hyperlinks
• One data table
• Both ordered and unordered lists
• A compact contact form (name, email, message) that can later be wired to any backend
• Clean, standards-compliant markup with comments so another dev can follow the flow easily

Please keep external assets lightweight and open-source; placeholder images and dummy text are fine. Inline CSS or a small external style sheet is acceptable as long as it preserves the minimalist look and doesn’t rely on heavy frameworks.

When you deliver, I’d like:
1. The .html file (and .css file if separated)
2. A brief note outlining how the code is organised and how the layout adapts across common breakpoints
